Something else I have noticed that is related to this issue, but not quite is if you have a wireless controller with rechargable battery connected via play and charge kit and the battery is still charging when you turn the 360 off, it will stay on till charging is complete.

Wel, if your using the com port, you don't even need the USB drivers. Its possible that the com may have went bad. Have you tried it in another? Disconnect the drive from the motherboard or from the back of the drive and then try to boot the xbox. If it boots its a problem with the drive itself.
