NTSC game on a UK flashed Hitachi 79 drive

i want to download a game but i can only find it in NTSC format, not pal.
Are the hacked firmware’s regions free, and if not are there
Tools to make the ISO Image region free?

there is no way to change the region of a game.
there are a lot of games that are region free and should play on any console.
