Well the steering wheel is definitely on the left side of the car, so it's a western vehicle. I don't know about it being Iraq, I've never seen any part of iraq that looked like that. Afghanistan maybe but not iraq.

Yep, its left hand drive, you can see the wheel for a second while the car drives off the road.
Looks like he was trying to window surf which would be impossible on that road.
