nstc on pal jtag ?

Hi I have read a tut to do this but found another person asking the same question on another site I was looking at and the answer he got which was vauge,but said it was this
Use xexmenu (download from xbins) and run this cmd:
xexmenu -a default.xex
That will remove all of the media limits on the xex
If you happen to have the ISO for the game you want to make region free on your pc open it in ABGX extract the default.xex (tuts on youtube) then do as above and execute that command in command prompt

So do I have to do that on my computer and then reinstall xexmenu to the xbox hhd and then it will play if I burn it to disc or do I install onto xbox hard drive.cannot find a tut on this. Thanks -J
