hi am think of get a ps3 of ebay and don't know what firmware it has on it i would like to know if all ps3 firmwares are down gradable

not that im aware of
as far as i know they fix the hack being used with a firmware update
i could be wrong
i dont keep up with the PS3 much

its 3.55 or below that can be hacked, still impossible on 3.65 :/ theres a hack that allows you to downgrade from 3.70, it requires you to have excellent soldering skills though so its risky, you may want to head over to psx-scene, they know a lot more about ps3 hacking than rhpg
