Upon replacing a dead Lite On 74850c drive, in which I have the dummy bin and key, with another Lite On 74850c drive, do I need to extract the key out of the new drive using Jungle flasher and then flash the older key into it?

all you need to do is flash in the hacked firmware you want
after you put your key in it of course.

Basically you read the drive according to the guide, either hit yes to auto load or no either way it doesn't matter. (auto load just attempts to load ixtreme itself instead of making you browse for it on your computer) anyhow if you dont auto load, or auto load fails hit open target firmware, open ixtreme lt+ 2.0 hit spoof proceed to flashing.

if you do hit auto load make damn sure
it pulls in the right hacked firmware

jungle flasher has been known to pull in the wrong firmware.
