'Open' networks

At my work there are some wireless network access points. At my home there are some wireless network access points. The iPhone will latch on to open networks automatically. The networks at work say they are open (on the phone's wifi connection screen). The phone will say it has connected to the networks at work. However, when trying to access the internet after wifi is established, you get the familiar 'NO NETWORK FOUND' popup and nothing loads. The only difference I have noticed is captured by the following screens (not my actual device).

All things else equal, I have noticed the phone will not truly connect to 'open' networks when there are two digits (work) in the IP address as opposed to three (home)

Any ideas?

that looks like the one at work is running through some kind of proxy server before it hit the www.
im not 100% on that.

Yeah, either a proxy or a VPN server is what your looking at there. Something that requires a tunnel to authenticate. The device connects to the network, but since it isn't able to authenticate through the proxy or VPN, it can't make it any further. The result is like a limited or no connectivity message in xp/vista.
