360 controller with win7 x64?

trying to play a n64 rom. i have the emulator. the controller works with free cell, solataire, etc. but will not run the n64 rom. i have used dseo13b in test mode and installed xbcd.xbcd utility will not pick it up . the controller can be tested in devices and printers and it test fine. anybody have input on this would be great

The emulator has to support the controller.
