WAVE4 games or unflashable lite on.. whats worse?

What are peoples thoughts on this.....CoD MW2 has been complete for a while so there might be a good chance that it is still a wave 3 game.....I believe that the Cars game that was just released was just kind of thrown together in a few months but all of these big titles have been in the works for a while.......I might be wrong but just wondering everyone else's thoughts on this theory.
